A debate is raging over the basic rules of poker, questioning whether it is a game of skill or chance.

At present, a new landmark ruling is currently being considered which could make gambling on poker only legal in licensed casinos, both online and in the real world.

A year-long investigation by the Gambling Commission into Gutshot, a prominent London club, has found that the strict rules that govern the organisation of poker games in clubs and casinos could be compromised if the game is found to be only based on luck, not skill.

Derek Kelly, the club's owner, told the Times he believes poker is a game of skill in which a player can overcome the element of chance inherent in most card games.
